Before You Begin
TopBridge Academy accepts the PEP Scholarship (Personalized Education Program) through Step Up For Students. This scholarship funds your child's tuition and personalized learning plan. You'll apply to the school and the scholarship — this guide walks you through both, in order.
Create Your Step Up For Students EMA Account
Your Education Management Account is where you apply for and manage the PEP Scholarship
Go to the Step Up For Students portal
Click the button below to open the application portal right here on this page.
Select "Create New Account"
Choose "I am a Parent/Guardian" and fill in your name, email address, and create a secure password.
Verify your email address
Check your inbox for a verification email from Step Up For Students and click the confirmation link.
Log in and complete your profile
Add your Florida address, phone number, and household information. This is required for eligibility verification.
Tip: Use an email address you check regularly. Step Up For Students will send important updates, document requests, and approval notices to this address.

The PEP Scholarship is Step Up For Students' scholarship designed for families who want a customized, personalized education for their child. It funds tuition at approved private schools like TopBridge Academy and supports individualized learning plans.
Log in to your EMA account — click the button below to open it here
Click "Apply for Scholarship" from your dashboard
Select "PEP — Personalized Education Program" from the scholarship list
Add each student you are applying for and confirm their grade level
Upload required documents (see Step 4 below for the full list)
Review all information and submit your application

Proof of Florida Residency
Utility bill, lease agreement, or mortgage statement (must show your name and FL address)
Student's Birth Certificate
Official birth certificate or passport to verify age and identity
Previous School Records
Most recent report card or enrollment verification from a Florida public school
Income Verification (if applicable)
Most recent federal tax return or proof of public assistance (for income-based tiers)
IEP or 504 Plan (if applicable)
Current IEP or 504 plan if your child has unique learning needs
Parent/Guardian ID
Government-issued photo ID for the applying parent or guardian

You can apply to TopBridge Academy at the same time as your Step Up For Students scholarship — you don't need to wait for scholarship approval first. Our admissions team will guide you through the rest.

Personalized Education Plan — Student Learning Plan
The PEP Scholarship requires a Student Learning Plan (SLP) — a Florida DOE-compliant document that outlines your child's educational goals, curriculum, and course selections. Click below to open the guided form right here.
What the SLP includes:
Student and parent/guardian information
Grade level and academic year
Curriculum selection (Abeka Academy, Classical Conversations, Time4Learning, or TopBridge-curated)
Course selections by subject area
Educational goals and learning objectives
Parent and school representative signatures
After completing the SLP: Download the PDF and upload it to your Step Up For Students EMA account under your child's scholarship documents. This is required for PEP Scholarship approval.
Upload SLP to Your EMA & Await Approval
Submit your completed Student Learning Plan to Step Up For Students
Log in to your EMA account

Navigate to your child's scholarship application
Find the PEP Scholarship application in your dashboard and click "Manage Documents."
Upload your completed SLP PDF
Click "Upload Document," select your SLP PDF, and label it as "Student Learning Plan / Personalized Education Plan."
Submit and monitor your application status
After uploading, check your EMA dashboard and email daily. Step Up For Students may request additional information.
Receive your scholarship award letter
Once approved, you'll receive an award letter via email and in your EMA. Share this with TopBridge Academy admissions.
Confirm Enrollment at TopBridge Academy
Once your scholarship is approved, finalize your child's enrollment
Congratulations — you're almost there! Once your PEP Scholarship is approved, complete these final steps to officially enroll your child at TopBridge Academy.
Submit Enrollment Paperwork
Complete and return all enrollment forms provided by TopBridge Academy admissions
Provide Scholarship Award Letter
Share your Step Up For Students award letter with our admissions office
Order School Uniforms
Review the uniform requirements and place your order before the first day
